Senator John A. Hoffman called the meeting to order at 3:02pm. Senator Utke took the gavel at 3:16pm. Senator Hoffman took the gavel at 3:22pm.

Call to Order


S.F. 4198: Senator Abeler: Direct care services pilot project existing appropriation availability extension.

The following individuals testified on S.F.4198: 1. Jesse Bethke Gomez: Executive Director; Metropolitan Center for Independent Living 2. Rob Wudlick: Clinical Research Project Manager, Rehabilitation Medicine, University of Minnesota

Senator Abeler moved that S.F. 4198, be laid over for possible inclusion in the omnibus bill. - MOTION ADOPTED.

S.F. 3575: Senator Maye Quade: Caregiver respite care services grants appropriation.

The following individuals testified on S.F.3575: 1. Sam Smith: State Affairs Director; MN Chapter of Alzheimer's Association 2. Tuesday Glover, MSW, CHW: Program Director; Culturally Responsive Caregiver Support & Dementia Services

Senator Maye Quade moved that S.F. 3575, be laid over for possible inclusion in the omnibus bill. - MOTION ADOPTED.

S.F. 4023: Senator Hoffman: Grant establishment for capital improvements to expand services for adults with developmental disabilities.

The following individuals testified on S.F.4023: 1. Tom Weaver: CEO; Achieve Services, Inc.

Senator Hoffman moved that S.F. 4023, be laid over for possible inclusion in the omnibus bill. - MOTION ADOPTED.

S.F. 4104: Senator Kupec: Opioid treatment program medication dispensing for take-home uses rules modifications.

The following individuals testified on S.F.4104: 1. Ashwin V. George, MD: CEO; Valley Medical & Wellness and Board Certified in Addiction Medicine 2. Dr. Ryan Kelly; Internal Medicine & Pediatrics Physician; Department of Family Medicine & Community Health Clinic, and Certified Addiction Medicine

Senator Hoffman moved that S.F. 4104, as amended, laid over for possible inclusion in the omnibus bill. - MOTION ADOPTED.

S.F. 1870: Senator Kunesh: Cultural practitioners addition to providers of chemical dependency services authorization; Minnesota Tribal nations notification of law changes requirement.

The following individuals testified on S.F.1870: 1. James W. Mallery II, CEO; Minnesota Indian Primary Residential Treatment Center, Inc. (MIPRTC) dba Mashkawisen and Thunderbird/Wren House

Senator Mathews moved that S.F. 1870, be recommended to pass and re-referred to the Health and Human Services Committee. - MOTION ADOPTED.

S.F. 3839: Senator Boldon: Residential programs licensing and zoning requirements modification.

1. Sara Grafstrom: Senior Director of State and Federal Policy; ARRM 2. Josh Berg: Director of Minnesota Services & Strategic Growth, Accessible Space, Inc. 3. Chikio Richmond: Executive Director; Healing Homes Living Services (RPAMN) Senator Hoffman moved for the A1 amendment to be adopted. MOTION ADOPTED.

Senator Mitchell moved that S.F. 3839, as amended, recommended to pass and re-referred to the State and Local Government and Veterans Committee. - MOTION ADOPTED.
