Section 1 [Purses] allows money paid to the horseperson’s organizations to be used for capital improvements and expense reimbursements that are to be used for the operation of live racing at the licensees’ tracks (i.e. Canterbury Park and Running Aces) and beneficial to horsepersons racing at those tracks.
Section 2 [Payments to the State] increases the fee on wagers placed through advance deposit wagering from one percent to two percent of the total amounts wagered by Minnesota residents with an ADW provider. This section expires December 31, 2021.
Section 3 [Limitation] gives the racing commission the authority to permit operation of a card club at a licensed track, even if the track does not have at least 50 days of live racing.
Section 4 [Reimbursement to Commission] changes a requirement for permission for the racing commission to require licensees to reimburse the commission for actual costs, including personnel, of regulating the card club.
Section 5 [Effective Date] makes all sections effective the day after enactment, and sets an expiration, as noted above, for the increased fee on ADW wagering at Dec. 31, 2021.
