Sec. 1 defines “food retailer” for purposes of the bill.
Sec. 2 authorizes cities to issue off-sale intoxicating liquor licenses to food retailers.
Sec. 3 exempts food retailers from the requirement that a municipality may not issue more than one off-sale license to any one person or for any one place.
Sec. 4 limits distilled spirits sales under the off-sale license authorized by the bill to Minnesota-distilled spirits.
Sec. 5 exempts off-sale licenses issued to food retailers from the statutory cap on off-sale licenses.
Sec. 6 prohibits a local authority from enacting an ordinance prohibiting a person under 21 from entering a food retailer holding an off-sale license.
Sec. 7 provides for the effective date.
