Section 1. Qualified job training program. Changes the amount a job training program should spend per participant on training from requiring an average spend of $15,000 or more per graduate to allowing up to $5,500 in total training cost per participant. Modifies the education and training requirements to include financial and digital literacy, planning for success, soft skills, and access to internships and other support services. Adjusts household income requirements for program participants to require household income in the six months before entering the program to be 200 percent or less of the federal poverty guideline for Minnesota.
Section 2. Graduation and retention grant requirements. For purposes of qualifying for placement and retention grants under the program, specifies that the jobs must pay the current minimum wage. Currently, the program qualifying rates of pay for grants are set at specific dollar amounts.
