The bill establishes training for certain individuals who receive 911 emergency calls to either provide direction on performing cardiopulmonary resuscitation or transfer certain emergency calls to a public safety answering point with employees capable of providing such direction.
Section 1, subdivision 1, is the current requirement for services through a 911 system.
Subdivision 2. Telephone cardiopulmonary resuscitation program. Requires public safety answering points to either train individuals taking 911 emergency calls in how to provide instruction for CPR or transfer such calls to another answering point that provides such training. Establishes minimum requirements for the training. Requires answering points to conduct ongoing quality assurance of its telephone CPR programs.
Subdivision 3 Monitoring and enforcing training requirements. Directs the Statewide Emergency Communications Board to adopt and implement protocols to ensure compliance with the requirements in subdivision 2.
Subdivision 4. Liability exemption. Exempts public safety answering points and individuals who take 911 emergency calls and provide telephone assistance on administering CPR from civil liability if the public safety answering point and individual receiving the emergency call comply with the requirements of this section. States that the liability exemption does not apply to acts that constitute gross negligence or willful and wanton behavior.
Section 2. Telephone cardiopulmonary resuscitation program grants; appropriation. Provides a blank appropriation in fiscal years 2020 and 2021 to reimburse counties for the training required under section 1.
