S.F. No. 89 establishes a grant program through the department of human services for entities and organizations providing school-linked mental health services, including transportation for children when school is out of session, equipment purchases, connection charges, on-site coordination, set-up fees, and site fees in order to deliver services via telemedicine. Eligible applicants include certified mental health centers and clinics, community mental health centers, Indian health service facilities, facilities owned and operated by a tribe or tribal organization, children’s therapeutic services providers, or medical assistance-enrolled mental health or substance use disorder provider agencies. The bill appropriates $10,133,000 in fiscal years 2020 and 2021 to fund the grant program, including no more than $381,000 of administrative expenses each year.
The bill also imposes a requirement for recipients of children’s mental health grants to obtain all available third-party reimbursement sources, if applicable, as a condition of receiving grant funds.
