Section 7. Kindergarten readiness assessment.
Subdivision 1. Implementation. Directs the commissioner to implement a kindergarten readiness assessment to:
- identify student preparedness for success in school;
- inform instructional decision-making;
- improve understanding of connection between kindergarten readiness and later academic achievement; and
- produce data to assist in evaluating the effectiveness of early childhood programs.
Subd. 2. Assessment development. (a) Requires the assessment tools used to be research-based, developmentally appropriate, valid and reliable, aligned to the state early childhood indicators of progress and kindergarten academic standards, and based on the department’s kindergarten readiness assessment at kindergarten entrance study.
(b) Directs the commissioner to provide districts with a process for measuring on a comparable basis the kindergarten readiness of incoming kindergarteners.
Subd. 3. Reporting. Requires school districts that use the commissioner-provided process to annually report kindergarten readiness results under this section to the department. Requires the commissioner to publicly report kindergarten readiness results as part of the school performance reports.
