S.F. No. 2363 establishes and funds a state Retaining Early Educators Through Attaining Incentives Now (R.E.E.T.A.I.N.) grant program.
Section 1 (119B.195) creates a competitive grant program through the Department of Human Services for licensed child care providers or child care workers who agree to remain in their current position for 12 months to receive an award of up to $3,500 to purchase program supplies, to complete training, or to cover personal expenses. The commissioner may not spend more than 10% of grant program funding on administration costs, and must report to the legislature annually beginning January 1, 2021, on the number of grants awarded and outcomes of the grant program.
Section 2 appropriates $250,000 in fiscal years 2020 and 2021 to fund the REETAIN grant program. These funds are in addition to federal funding and are added to the base.
