Section 1 (13D.02, subd. 1) carves out an exception to the Open Meeting Law requirements when a meeting is conducted by interactive television, specifically the requirement that each location at which a member of the body is present is open and accessible to the public. The bill allows, up to three times per year, a member of a public body to be exempted from that requirement and participate from a location other than the regular meeting location if: (1) the member is serving in the military and is at a required drill, deployed, or on active duty; or (2) the member has been advised by a health care professional against being in a public place for medical reasons.
Section 2 (13D.02, subd. 2) changes “electronic means” to “interactive television” to be consistent with terms in section 1.
Section 3 (13D.02, subd. 6) requires the meeting minutes to name each member participating by interactive television and state the reason why.
