Section 1 titles the act.
Section 2 amends Minnesota Statutes, section 609.594 (Damage to Property of Critical Public Service Facilities, Utilities, and Pipelines). Adds a new felony (statutory maximum of seven years/$20,000 fine) for a person who alters the equipment or physical operations of a pipeline with intent to disrupt services and without consent. Exempts employers of employees who detain a person violating this section from criminal and civil liability. Authorizes restitution.
Section 3 amends section 609.6055 (Trespass on Critical Public Service Facility; Utility; or Pipeline). Provides that a person who enters the site or worksite of a critical public service facility, utility, or pipeline with the intent to disrupt the operation or provision of services is guilty of a five-year felony. Exempts employers of employees who detain a person violating this section from criminal and civil liability. Authorizes restitution.
The bill is effective the day following final enactment and applies to violations committed on or after that date.
