Sections 1 and 2 provide definitions of “platooning system” and “vehicle platoon.”
Section 3 exempts vehicle platoons from the statute on following distances. This would allow vehicles in a platoon to follow each other with less than 500 feet in between the vehicles.
Section 4 regulates vehicle platoons.
Subdivision 1 allows a person to apply to the commissioner of transportation for approval of a plan to use a platooning system on freeways and expressways. A platooning system may only be used if a plan has been approved. Prior to approving a plan, the commissioner must consult with the commissioner of public safety regarding public safety concerns. A permit is valid for one year.
Subdivision 2 specifies the information that must be included in the platooning plan.
Subdivision 3 allows the commissioner to grant or deny a plan. The plan may include reasonable conditions and restrictions. If a plan is denied, the reasons for the denial must be provided in writing to the applicant and to the commissioner of public safety. The commissioner must approve or deny a plan within 60 days.
Subdivision 4 requires vehicle platoons to meet the following requirements: (1) must not include more than three vehicles; (2) each vehicle must have a platooning system installed; (3) each vehicle must have the system engaged while platooning; (4) a human driver must be present in each vehicle to monitor the performance of the vehicle; (5) each vehicle must meet the same size limits as other vehicles; (6) each vehicle must possess minimum liability insurance; and (7) each vehicle must have a copy of the plan.
Subdivision 5 requires platoons to allow reasonable access for other vehicle to change lanes and enter or exit the roadway.
Subdivision 6 requires each driver within the platoon to comply with traffic laws and lawful orders of any peace officer.
