S.F. No. 305 establishes a grant program for the state to reimburse local units of government for the salary and benefits paid to firefighters who are full-time employees while they are on authorized leave.
Section 1 (190.16, subd. 6b) adds to the powers of the adjutant general. This section requires the adjutant general to administer the reimbursement grant program established in section 2.
Section 2 (192.26, subd. 3) amends the section of law prohibiting the loss of pay for state and municipal officers and employees while on authorized leave for military duty.
Under paragraph (b), the adjutant general shall make grants to local units of government to reimburse for the salary and benefits of a public safety employee, which is defined as a firefighter who is employed full time, while the employee is on authorized leave.
Under paragraph (c), to be eligible for state reimbursement for salary and benefits paid in the preceding calendar year, the local government must apply to the adjutant general by March 15, and by July 15, the adjutant general shall pay the reimbursement grant to the local unit of government.
Paragraph (d) requires the adjutant general to prescribe the form and supporting information that the local government must provide as part of the application process.
Paragraph (e) provides that if the amount appropriated is insufficient to pay all requested grants, the adjutant general must reduce each grant proportionally.
Section 3 makes these sections effective the day following final enactment for reimbursement of costs incurred in calendar year 2020 and thereafter.
