Section 1. State growth target; other state measures. Strikes the value-added growth model developed by the commissioner.
Section 2. Academic Achievement Rating System. (a) Directs the commissioner to develop an academic achievement rating system to provide parents and students with a brief overview of student performance and growth. The commissioner must adopt rules to implement the rating system.
(b) A school and district must be assigned a star rating. One star is for the lowest performing schools and districts. Five stars are for the highest performing schools and districts.
(c) The star rating and scores of each school and district must be reported on Minnesota Department of Education’s website.
Effective Date. Makes the section effective immediately.
Section 3. School performance reports and public reporting. Includes the academic achievement rating system in the commissioner’s school performance reports.
Effective Date. Makes the section effective for reports posted by September 1, 2020 and later.
Section 4. Student progress and other data. Classifies data used by the department to set goals for federal expectations as nonpublic data until publicly released by the commissioner.
