Section 1. Increased speed limit when passing. The speed limit is increased by 5 m.p.h. when a driver is on a multi-lane highway with a posted speed limit of 55 or more, is passing another vehicle, and is following other traffic laws.
Section 2. Keep to the right. On a road with two or more lanes in the same direction a person must not drive a vehicle in the left-most lane if another vehicle is immediately behind the first vehicle unless: (1) the vehicle is passing another vehicle; (2) the vehicle is preparing to turn left; (3) a specific lane is designated for a specific type of traffic; (4) the vehicle is entering or exiting a controlled-access highway on the left; (5) when traffic conditions, congestion, weather, or other hazards make it impractical; (6) the vehicle is a law enforcement or emergency vehicle; or (7) the vehicle is engaged in highway maintenance or construction. If a person is in the left-most lane to pass another vehicle, the first vehicle must exit the left-most lane as soon as possible if a car is approaching from behind.
Section 3. Public awareness campaign. The commissioner of public safety must conduct a public awareness campaign to inform the public about the law change in section 1.
Section 4. Repealer. Minn. Stat., section 168.18, subdivision 10, is repealed. This subdivision requires slow-moving vehicles to drive in the right-hand lane.
