S.F. No 1111 adds provisions to include homeless families in the child care assistance program and amends provisions relating to transition year families and portable basic sliding fee assistance.
Section 1 adds the definition of “homeless” as used in federal law to the child care assistance program. This section is effective September 21, 2020.
Section 2 revises the definition of “transition year families” to include families who have received diversionary work program assistance for at least one of the last six months. This section is effective March 23, 2020.
Section 3 creates an exception that permits counties to use an expedited application process for homeless applicants. This section is effective September 21, 2020.
Section 4 amends the requirements for a family to receive portable basic sliding fee assistance by requiring the family to notify their previous county of residence of the family’s move to a new county. The receiving county is required to continue portability pool basic sliding fee assistance until the family is able to receive regular basic sliding free assistance. This section is effective December 2, 2019.
Section 5 authorizes 60 hours of child care assistance per service period for three months from the date that a county receives the application of a homeless individual. Hours may be added as needed based on the applicant’s participation in employment, education, or an employment plan. Assistance may continue after three months if the applicant verifies that the eligibility and activity requirements for assistance are satisfied. This section is effective September 21, 2020.
