S.F. No. 1437 provides child care assistance to children whose primary caregiver requires intensive mental health treatment, authorizes grants for multigenerational mental health services, and removes a prerequisite for respite care.
Section 1 (119B.05, subdivision 1) expands the child care assistance program to permit child-only recipients of temporary assistance to receive up to 20 hours of child care per week for children six years of age and younger, as recommended by the treating mental health professional, where the child’s primary caregiver is diagnosed with a mental illness and needs intensive treatment, or where the child needs a constant caregiver.
Section 2 (245.4889, subdivision 1) authorizes the commissioner of human services to make grants for promoting and developing mental health providers’ capacity to deliver multigenerational treatment and services.
Section 3 (256F.10, subdivision 7) removes child welfare targeted case management as a prerequisite for respite care.
Section 4 provides ongoing appropriations for the child care assistance for children whose primary caregivers need intensive mental health treatment, for multigenerational mental health treatment and services, and for expansion of early childhood mental health consultation grants.
