S.F. No. 241 requires county auditors to use certain reports after each election to review voter eligibility. Also, money is appropriated out of the Help America Vote Act (HAVA) account to the secretary of state to update the statewide voter registration system (SVRS) and for cybersecurity upgrades.
Section 1. Voter records updated due to voting. After voter registration is entered into the SVRS following each election, each county auditor must use a report created in the SVRS that identifies each voter whose record was updated because the person voted. The auditor must investigate each of these records that is challenged for a reason related to eligibility to determine if the voter appears to have been ineligible to vote. If so, the auditor must notify law enforcement or the county prosecutor.
Section 2. Inactive voter report. The secretary of state is required to develop a report in the SVRS that provides information on inactive voters who registered on Election Day and were possibly ineligible to register. After voter registration information is entered into the SVRS following each election, the county auditor must use the SVRS to create this report and investigate each record to determine if the voter appears to have been ineligible to vote and registered to vote. If so, the auditor must notify law enforcement or the county prosecutor.
Section 3. Secretary of State; Help America Vote Act Appropriation. $1,534,000 is appropriated in fiscal year 2019 from the HAVA account to the secretary of state for making updates to the SVRS and for cybersecurity upgrades. $163,000 in fiscal year 2019 is transferred from the general fund to the HAVA account and is credited towards the state match required by federal law. $167,000 already expended by the secretary of state is credited towards the state match required by federal law. The required federal match is $330,000; taking the transfer to the HAVA account and the credit for funds already spent, the federal match requirement is fully satisfied.
