Section 1. Appropriation; service-learning grant program.
Subd. 1. Appropriation. Appropriates $599,000 in fiscal year 2020 for a grant to the National Youth Leadership Council (NYLC) for a service-learning program. Provides an allocation of the appropriation among various purposes.
Subd. 2. Purpose. Provides that the purpose of the service-learning grant program is to increase safety in schools and communities, reduce academic disparities, improve the environment, increase youth engagement with the community, and expand positive intergenerational and multicultural relationships. Describes the program activities that support the program purpose.
Subd. 3. Definition. Provides a definition of “service-learning” for the purpose of the grant program.
Subd. 4. Regional meetings. Requires the NYLC to convene four regional meetings to share information on service-learning.
Subd. 5. Start-up grant eligibility; application; awards. Makes a school district, charter school, or nonprofit youth-serving organization eligible to apply for a start-up grant individually or together with one or more other eligible applicants. Directs the NYLC to give priority to applicants that demonstrate the components of service learning and a plan to sustain the activities beyond the grant period. Prohibits grant funds from being used to lobby. Directs the NYLC to award up to 25 grants, each of which may not exceed $25,000, with at least three grants awarded in each congressional district.
Subd. 6. Evaluation. Requires the NYLC to contract for an evaluation of the program and submit a copy of the evaluation report to the legislature and commissioner of education by February 15, 2023.
