Section 1. Appropriations. Appropriates money in fiscal years 2020 and 2021 for a grant to the MacPhail Center for Music to broaden access to music education in rural Minnesota. Requires that the MacPhail Center program supplement and enhance an existing music education program. Requires the MacPhail Center to design the program in consultation with rural Minnesota music educators. Provides allowable uses for the grant funds. Authorizes program agreements when initiated by music educators. Requires an annual report.
