S.F. No. 1109 establishes a grant program to provide mental health services for firefighters experiencing post-traumatic stress disorder (PTSD), including service dogs, educational classes and support services for spouses and families, and mental health referrals. Grant applicants are required to submit their proposed uses for grant funds, the amount of funding sought, and a proposed budget. Grant recipients are required to report their activities to the commissioner of human services.
The bill appropriates $400,000 in fiscal year 2020 to fund the grant program: $150,000 for service dog training grants, $100,000 for spouse and family education and support grants, and $150,000 for mental health service delivery and referral grants.
