Section 1. Definitions. Defines "Tier 3 grant" to mean a community planning grant for initial planning and development of education partnership program locations including organizational and planning functions to identify partners, community supports, and services.
Section 2. Administration; design. Requires that the commissioner’s program design also align with programs that collect and use data to improve student outcomes, share disaggregated performance data with the community to set community-level outcomes, employ continuous improvement processes, have an anchor entity (which must be a tribal entity, community foundation, higher education institution, or community-based organization) to manage the partnership, convene a cross-sector leadership group and have a documented accountability structure, and demonstrate use of nonstate funds from multiple sources, including in-kind contributions. Requires that a grant recipient’s supportive services programming also address middle school math and postsecondary enrollment and completion.
Section 3. Grants. Directs the commissioner to award Tier 1, Tier 2, and Tier 3 grants.
Section 4. Appropriations; Education Partnerships Coalition Fund. Appropriates money for Tier 1, Tier 2, and Tier 3 grant recipients. Directs Tier 1 and Tier 2 grants to certain recipient organizations. Appropriates money for Department of Education grant administration costs.
