was in
1.12the United States;
1.13(4) a valid government-issued photo identification card issued by a federal, state,

1.16Tribal government other than an identification described in clauses (1) to (4), but
only if
1.17presented together with one or more of the following:
1.18(i) A certified birth certificate issued by a state, a unit of local government in
a state, or
1.19a Tribal government which:
1.20(A) was issued by the state, unit of local government, or Tribal government in which
1.21the applicant was born;
1.22(B) was filed with the office responsible for keeping vital records in the state;
1.23(C) includes the full name, date of birth, and place of birth of the applicant;
1.24(D) lists the full names of one or both of the parents of the applicant;
1.25(E) has the signature of an individual who is authorized to sign birth certificates
on
1.26behalf of the state, unit of local government, or Tribal government in which the applicant
1.27was born;
1.28(F) includes the date that the certificate was filed with the office responsible for
keeping
1.29vital records in the State; and
2.1(G) has the seal of the State, unit of local government, or Tribal government that
issued
2.2the birth certificate;
2.3(ii) an extract from a United States hospital Record of Birth created at the time
of the
2.4applicant's birth which indicates that the applicant's place of birth was in the United
States;
2.5(iii) a final adoption decree showing the applicant's name and that the applicant's
place
2.6of birth was in the United States;
2.7(iv) a Consular Report of Birth Abroad of a citizen of the United States or a certification
2.8of the applicant's Report of Birth of a United States Citizen issued by the secretary
of state;
2.9(v) a Naturalization Certificate or Certificate of Citizenship issued by the Secretary
of
2.10Homeland Security or any other document or method of proof of United States citizenship
2.11issued by the federal government pursuant to the Immigration and Nationality Act;
or
2.12(vi) an American Indian Card issued by the Department of Homeland Security with the
2.13classification "KIC""

format,
3.16or in a version printed in 16-point bold type with 24-point leading, the county auditor
shall
3.17provide them in the form requested. The secretary of state shall prepare Braille and
audio
3.18copies and make them available.
3.19 Sec. 14. Minnesota Statutes 2024, section 201.071, subdivision 3, is amended to read:
3.20 Subd. 3.
Deficient registration. (a) Notwithstanding paragraph (b), a voter registration
3.21application is deficient if the applicant does not provide proof of citizenship as
provided in
3.22section 200.035. An election judge shall request an individual to provide proof of
citizenship
3.23to correct the deficiency. If the applicant does not provide proof of citizenship
as provided
3.24by section 200.035, the applicant must not be registered to vote and must not be allowed
to
3.25vote.
3.26 No (b) A voter registration application is
not deficient if it contains the voter's name,
3.27address or location of residence, date of birth, current and valid Minnesota driver's
license
3.28number or Minnesota state identification number, or if the voter has no current and
valid
3.29Minnesota driver's license or Minnesota state identification number, the last four
digits of
3.30the voter's Social Security number, if the voter has been issued a Social Security
number,
3.31prior registration, if any, and signature. The absence of a zip code number does not
cause
3.32the registration to be deficient. Failure to check a box on an application form that
a voter
4.1has certified to be true does not cause the registration to be deficient. The election
judges
4.2shall request an individual to correct a voter registration application if it is deficient
or
4.3illegible. No eligible voter may be prevented from voting unless the voter's registration
4.4application is deficient or the voter is duly and successfully challenged in accordance
with
4.5section
201.195 or
204C.12.
4.6 (c) A voter registration application accepted prior to August 1, 1983, is not deficient
for
4.7lack of date of birth. The county or municipality may attempt to obtain the date of
birth for
4.8a voter registration application accepted prior to August 1, 1983, by a request to
the voter
4.9at any time except at the polling place. Failure by the voter to comply with this
request does
4.10not make the registration deficient.
4.11 (d) A voter registration application accepted before January 1, 2004, is not deficient
for
4.12lack of a valid Minnesota driver's license or state identification number or the last
four digits
4.13of a Social Security number. A voter registration application submitted by a voter
who does
4.14not have a Minnesota driver's license or state identification number, or a Social
Security
4.15number, is not deficient for lack of any of these numbers.
4.16 (e) A voter registration application submitted electronically through the website of the
4.17secretary of state prior to April 30, 2014, is not invalid as a result of its electronic
4.18submission."
