1.3"WHEREAS, on May 26, 2020, protests in the city of Minneapolis turned violent and
1.4destructive; and
1.5WHEREAS, the subsequent rioting and destruction spread from Minneapolis into
1.6neighboring cities and throughout the state over the course of the following days;
and
1.7WHEREAS, the riots caused the deaths of at least three Minnesotans, as well as numerous
1.8injuries to both citizens and law enforcement officers; and
1.9WHEREAS, the looting, vandalism, damage and destruction of over 1,500 businesses,
1.10and the destruction of public and personal property, including the complete destruction
of
1.11the Third Minneapolis Precinct police station, lasted several days and resulted in
enormous
1.12costs to both private citizens and governments; and
1.13WHEREAS, Governor Walz ignored the severity of the riots and destruction that was
1.14unfolding throughout the state and thus permitted the riots to persist for several
days without
1.15an adequate response; and
1.16WHEREAS, Governor Walz failed to perform his constitutional duties to protect the
1.17safety and lives of Minnesotans, and stood idly by while businesses were destroyed,
1.18livelihoods were lost, and people died; and
1.19WHEREAS, Governor Walz failed to organize and coordinate with the proper law
1.20enforcement agencies and city leaders to form a response to the situation; and
1.21WHEREAS, Governor Walz failed to provide timely and accurate information through
1.22official sources, while members of the first family were providing information regarding
1.23the National Guard's presence through their personal social media accounts; and
1.24WHEREAS, Governor Walz and Minneapolis Mayor Jacob Frey initially attempted to
1.25negotiate with rioters rather than provide law enforcement with the authority to restore
law
1.26and order or mobilize the Minnesota National Guard within an appropriate timeframe;
and
1.27WHEREAS, Governor Tim Walz refused to pursue the proper arrest, trial, and conviction
1.28of the thousands of law breakers and rioters that committed thousands of heinous crimes
1.29against the people of Minnesota; and
1.30WHEREAS, the morale within the law enforce community has suffered greatly due to
1.31the inaction by Governor Walz and city leadership during the riots of 2020; and
2.1WHEREAS, public monies continue to be spent to rebuild property and aid victims of
2.2the riots; and NOW, THEREFORE,
2.3BE IT RESOLVED, that Governor Tim Walz apologize to the citizens of Minnesota for
2.4failing to protect the lives and property of Minnesotans and for their safety and
peace of
2.5their families and communities.
2.6BE IT FURTHER RESOLVED that Governor Walz apologize to the law enforcement
2.7community for failing to provide them the adequate resources and leadership during
the
2.82020 riots.
2.9BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare a
2.10copy of this resolution, to be authenticated by his signature and that of the Chair
of the
2.11Senate Rules and Administration Committee, and transmit it to Governor Tim Walz."
