Section 1. Stimulus revenue for safety and security projects. For fiscal years 2020-2027 only, authorizes school districts to finance approved safety and security projects with long-term facilities maintenance (LTFM) revenue. Requires that safety and security plans funded under this authority be included in the district’s ten-year facility plan. Caps the amount of increased revenue available for safety and security projects at no more than $100 per pupil unit. Requires a district using this increased revenue authority to certify a levy no later than December 31, 2019.

Section 2. Long-term facilities maintenance revenue for a charter school. For fiscal years 2020-2027, increases LTFM revenue for a charter school by $100 per pupil.

Section 3. Long-term facilities maintenance equalization revenue. For fiscal years 2020-2027, increases the amount of LTFM revenue eligible for equalization.

Section 4. Allowed uses for long-term facilities maintenance revenue. Requires that the additional LTFM revenue for a charter school be used to increase the safety and security of students and staff.
