Section 1 requires that the current education, prevention, and outreach efforts related to female genital mutilation (FGM) include information on the laws related to FGM-related child protection actions.

Sections 2 and 3 amend the FGM crime. Adds a new felony crime (statutory maximum of a year and a day imprisonment and/or $3,000 fine) applicable to a parent/guardian/caretaker who knowingly participates in or facilitates an FGM crime. Provides that the crime applies even if it occurs in another state if at least one overt act occurred in Minnesota. Also expands the description of what constitutes FGM by adding to the prohibited conduct acts of incision.
