Section 1. Foundation and Incentive Revenue. Establishes a new state aid program to provide revenue to school districts. Defines total proficiency as a district’s three-year average percentage of students that meet or exceed proficiency on the eighth-grade reading and math Minnesota Comprehensive Assessments divided by the three-year statewide average percentage. Revenue is equal to the lesser of: (1) the district’s total proficiency multiplied by $200,000; or (2) the district’s adjusted pupil units multiplied by $1,000. For districts that only maintain an elementary school, revenue is calculated with a modified formula. Foundation and incentive revenue is not available to charter schools or districts that do not maintain an elementary or secondary school. 

Effective Date. Effective for fiscal year 2018 and later.

Section 2. Appropriations. Provides a blank appropriation for foundation and incentive revenue to the Department of Education for fiscal years 2018 and 2019.
