Section 1 [Standards for dual training], subdivision 1 [Duties; goal] amends the duties of the commissioner of labor and industry with regard to standards for dual training to require the commissioner to convene industry representatives, identify occupational competency standards, and provide technical assistance to develop dual-training programs.

Subdivision 2 [Definitions] adds the definition of “dual-training program.”  

Subdivision 4 [Duties] provides conforming terminology changes and clarifies the duties for the commissioner of labor and industry to match the duties provided in subdivision 1.

Subdivision 5 [Notification] provides conforming terminology changes.

Section 2 [Appropriation] appropriates $500,000 in fiscal year 2018 and $500,000 in fiscal year 2019 from the workforce development fund for the pipeline program.
