Section 1 [Temporary Conditions] provides that until wetland banking credits are established in all wetland bank service areas for replacing wetlands due to local road projects on existing roads, the following temporary conditions will apply:

(1) the Board of Water and Soil Resources must transfer existing credits from one wetland bank service area to another wetland bank service area that needs the credits to the extent permitted under state and federal law; and

(2) local road projects for existing local roads will be exempt from replacement of wetlands to the extent that wetland mitigation is not required under a U.S. Army Corps of Engineers general permit.

Section 2 [Appropriation; Local Government Road Wetland Credits] appropriates $5 million in fiscal year 2017 from the general fund to the Board of Water and Soil Resources for the acquisition of wetland banking credits that will be used for wetland replacement due to local road projects on existing roads.

Section 3 [Fire Mediation Grants] appropriates just under $1.7 million for fire remediation grants to the city of Madelia ($1.4 million) and Watonwan County ($296,000) to remediate the effects of fires in the city of Madelia on Febuary 8, 2016.
