S.F. No. 291 - Authorizing Issuance of Disability Plates and Certificates to Eligible Owners of Motorized Bicycles

Author: Senator Nick A. Frentz

Prepared By: Krista Boyd, Senate Fiscal Analyst (651/296-7681)

Date: February 13, 2017

Section 1 adds “motorized bicycle” to the types of vehicles that may bear a disability plate when other eligibility conditions are met.

Section 2 adds a reference to a motorized bicycle to the language directing the Commissioner of Public Safety to design a disability plate that, in the case of a motorized bicycle, must be the same size as a regular motorcycle plate.

Section 3 adds a reference to a motorized bicycle to the language authorizing transfer of a disability plate from one vehicle to a replacement vehicle owned or primarily operated by the physically disabled person.

Section 4 adds a reference to motorized bicycle to the language that explains how a disability certificate must be properly displayed—in the case of a motorized bicycle, similarly to a motorcycle, it must be secured to the vehicle.

Section 5 adds a reference to motorized bicycle to the language that governs issuance of a temporary or permanent disability certificate.
